Andhra Pradesh was ranked No. 1 with a score of 98.42 % for doing business by DIPP and World Bank on 340-point Business Reforms Action Plan (BRAP 2017).

The others in the list were Telangana, Haryana, Jharkhand with the remaining fast coming up.

The idea behind ranking states is to induce competition to attract investment and improve the business climate. These rankings indicate that the States have the potential to attract business and undertake various reforms that are being undertaken by Central Government.

The reform areas considered for feedback and reform evidence score were namely, Registering property, Inspection enablers, Single-window system, Land and allotment, Construction permit enablers, Environment registration enabler, obtaining utility permits, Paying taxes, Access to information and transparency enablers, Sector specific, Labor regulation enablers, Contract enforcement.
