Based on implementation of Business Reform Action Plan (BRAP) for 2019, Andhra Pradesh, Uttar Pradesh and Telangana have emerged as the top three ranked states in the country. The ranking reflects weightage to the feedback from 30,000 respondents at the ground level on the effectiveness of the reforms.
The BRAP (2018-19) includes 180 reform points covering 12 business regulatory areas, viz.
(1) Access to Information and Transparency enablers
(2) Single Window System
(3) Land Administration and transfer of land and property
(4) Land availability and allotment
(5) Environment registration enablers
(6) Construction permit enablers
(7) Labor regulation enablers
(8) Obtaining utility permits
(9) Paying Taxes
(10) Inspection enablers
(11) Contract enforcement
(12) Sector specific areas
In 2015, a system of ranking States based on their performance in the implementation of BRAP was introduced with the larger objective of attracting investments and increasing Ease of Doing Business (EoDB) in each State to foster healthy competition.
